Not much point in rushing to level combat due to the fact that it only really helps against specials (not volatiles) since even at max level you still really aren't intended to regularly fight volatiles nor do many situations ever call for it (missions tend to be set up so you can run from them to complete it). If you're at level 13 you should have the grappling hook by now which can help cover distances fairly quickly. They offer almost no resistance except when you're right in their face and they swipe at you, otherwise they are just trying to run away. They're quick, but if you keep them in your sights you can chase one down and eventually corner them and attack them. When dawn breaks, all the volatiles scatter to hide from the sunlight.
